Why does Calgary's compost schedule change after Halloween?

I was planning on carving and tossing a pumpkin for Halloween, but then I saw that the city's compost schedule is changing to biweekly pickups after November 2. I'm not sure why they're doing this right after Halloween, when I'm sure a lot of people have pumpkins to throw away.

Overnight temperatures are freezing, which reduces the risk of rot and unpleasant smells. Most yard waste is already taken care of by this time of year. Delaying the pickup by a week might be possible, but it's unlikely that many people would still have pumpkins to dispose of.

Butterfield Acres and Calgary Wildlife accept pumpkins, rather than sending them to the compost facility.
