Why is there no In-N-Out downtown San Diego?

I've been wondering why In-N-Out doesn't have a location in downtown San Diego, given the large population in the area. I've mapped out the locations of all 23 In-N-Outs in the county and found that the biggest gap is in central San Diego, where there are at least 104,000 people.

An In-N-Out location should be placed in an area with the highest potential for negative impact on local traffic flow.

Glendale has an In-N-Out location in a densely populated urban area, and their new flagship location in Las Vegas also lacks a drive-through.

If an In-N-Out location is situated in a highly trafficked area of downtown San Diego, it's likely that a drive-through would not be necessary.
