How do I report a dog left out on a balcony in Shaughnessy Village?

I live in Shaughnessy Village and I'm concerned about a dog being left out on a balcony. The owner seems to be neglecting the animal and it's causing a disturbance in the building. I've already tried checking with building security, but they weren't available when I went to speak with them.

You can call the police and/or the SPCA and make a complaint.

From my experience, about 2 or 3 years ago, I had a similar situation. I called 311 and was told that an inspector would have to witness the situation in order to take action. I asked when and how often an inspector would pass by, knowing that the situation could happen at any time between 7am and 10pm. The response was that someone would come within about 2 to 3 weeks. So, it seems that malnutrition is the only thing left to act quickly on... but honestly, from what I see, it's a case of a dog with behavioral issues that isn't being addressed.
