I've seen my HOA fees nearly double in the past year, from $300 to almost $650, in a neighborhood with 1980s properties and condos listed for sale under $150K. It's not like the complex is some luxury resort. Is this just a management issue or is there something more going on?

I've been looking at houses in the Heights neighborhood, but I've heard they can be prone to flooding. What are some other things I should consider?
