I was just doing a delivery near 27th St and Lupine and saw a quite large tortoise in the street, I would guess an escaped pet since the area is more neighborhoods than not.

They're skilled at digging tunnels and escaping. Their natural habitats in the wild are expansive, so even a spacious backyard feels restrictive to them. They often try to flee. If a tortoise appears friendly and approaches, it's likely a pet. However, a desensitized wild tortoise may have learned that people are harmless or provide food. Generally, the size is a good indicator: domestic tortoises tend to be significantly larger than their wild counterparts. Their owners might not notice.
