Why are the dumpsters at Edworthy dog park locked?

I've been noticing that the dumpsters at Edworthy dog park are locked now. People used to pile their old furniture around them, and now it's locked. Even if it was unlocked, the two queen-sized mattresses I saw would never fit. Is this a new policy?

It's puzzling that people put in so much effort to haul furniture and garbage to these bins when they could simply take it to the nearby dump. In fact, the city should impose substantial fines on individuals who engage in illegal dumping.

As of September 30, the government proposed legislation that would significantly increase fines for individuals and corporations found guilty of illegal dumping. The proposed penalties range from $10,000 to $100,000 for individuals and up to $1,000,000 for corporations. In severe cases, imprisonment may also be imposed if the legislation is passed.

One potential solution to the problem of illegal dumping could be to require individuals who are caught engaging in this behavior to clean up other dumpsters around the city, in addition to paying a fine. This would not only serve as a punishment but also help to maintain the city's cleanliness.

Private businesses often struggle with the issue of illegal dumping, even when they take measures to secure their dumpsters. For instance, I've spent over $1,000 per month on specialized waste bins and recycling containers for my business, but people still leave their trash beside them.

The problem lies in the fact that people are not being caught in the act of illegal dumping. Even when witnesses report incidents, they often fail to provide crucial details such as license plate numbers or descriptions of the perpetrators. This lack of evidence makes it difficult for the city to take action.
