Who do you expect to clear the steps and sidewalk after a heavy snow?

I look after some buildings in the North End, and the answer I get about snow depends on who I ask. Some people assume the owner clears the front steps. Some assume it is shared. A few had never thought about it at all. A missed morning costs the owner money and costs a neighbour a fall. Who do you expect to clear the steps and sidewalk on your street the morning after a heavy snow?
