El Proyecto ENLACE une esfuerzos de la comunidad, el sector privado y el gobierno para mejorar la calidad de vida de 25,000 habitantes de las comunidades aledañas al Caño, y rehabilitar este cuerpo de agua. El Distrito de Planificación Especial del Caño Martín Peña colinda con la avenida Ponce de León, al oeste; Borinquen, al norte; Quisqueya, al sur; y la avenida Barbosa y la quebrada Juan Méndez, al este. Incluye las comunidades de Israel-Bitumul, Parada 27, Las Monjas, Barrio Obrero, Barrio Obrero Marina, Buena Vista Santurce y Buena Vista Hato Rey.
