I was thinking of wrapping it in aluminum foil to block the signal, but I'm not sure if that would work or if it's even worth trying.

You can block the signal, but it won't last long. They'll just send someone to read the meter anyway.

Some people think they know what they're doing, but they can end up paying double the cost.

Tampering with a meter is a serious offense. The meter itself has built-in protection against electromagnetic interference, which can trigger an alert to the utility if any tampering is detected.

Just leave it alone, it's not worth the hassle.

My son's LUMA uses the same electrical grid as a means of communication.

That's a given? Because there also exist RF mesh systems. That's why people who use aluminum foil hats say they emit radiation. And Puerto Rico's grid is so mediocre that I don't think they would use PLC for measurement, since voltage fluctuations and other faults introduce artifacts that prevent the use of PLC.
