Do ultrasonic animal repellents really work?

I live in Santurce and have two neighbors who have these devices in their patios. They make a high-pitched noise that's really annoying and I can hear it from inside my house. I've talked to my neighbors about it, but they just say they'll do something about it but nothing changes. Have any of you had a similar experience and what can I do if they're older and won't take me seriously?

You're more sensitive to sound than I am, I can hear them but nobody else in my house can. It's emitting a frequency that's not common for people to hear.

I'm assuming it's around 15 or 16 kHz.

I can hear them and they're driving me crazy. Nobody else in my house can hear them and they just look at me like I'm crazy.

It's a bunch of crap, useless, annoying noise, ineffective device.

It's a sound that older people can't hear. They're used a lot for pets and I've seen that Europe uses them to scare away young people who drink in public areas. I can still hear it but my parents can't.
