The main rule change is that all guesthouses in Santurce now need to obtain a new permit from the local government. This permit is valid for one year and must be renewed annually. The application process involves submitting detailed information about the guesthouse, including the number of rooms and the maximum number of guests allowed. Failure to obtain or renew the permit can result in fines and legal action against the operator.

This change has been a significant burden for small operators like myself. It requires a lot of paperwork and can be quite costly, especially for those who are just starting out. The permit fee is set at $500, and there are additional costs for background checks and inspections.

These changes are part of a broader effort by the local government to regulate the tourism industry and ensure safety and compliance. While these measures are necessary, they do come with a financial and administrative cost for small businesses. As a result, it’s important for residents and visitors to understand the new requirements and plan accordingly.
