Chinese neighbors using my address to receive parcels?

I live in a neighborhood where a Chinese renter has been receiving parcels at my address and other nearby houses almost every day. I've seen a shop delivery guy show up with a package with a Chinese name on it, but clearly my address. A Chinese guy then comes out of the opposite house to collect the package. I'm concerned about what's going on and want to know what I can do about it.

I had a similar experience at my condo, but it was a Thai person involved. They threatened to report me to the authorities, and that stopped the situation. I didn't know what was going on and didn't want to be associated with it.
