I've been renting condos and houses in Siem Reap since 2024, but every landlord I've dealt with hasn't registered me on the Foreigner's Passport Control System (FPCS) despite my requests. They claim they don't know what it is or don't want to bother learning the system. Now, I need to register myself, but the app no longer works because residences need to be verified by the local police. I'm worried about the hassle and potential bribes involved in getting this done.

As a landlord in the Beong Trabek region, our incentive is to have long-term tenants. If we don't register you on FPCS, you won't be able to get a visa, and we'll be accused of housing an illegal immigrant. I agree that the new system is a pain, especially since we have to go to the police in person to register.

From my experience, it's rare for landlords to keep accurate records of their tenants. I've had to do it myself, and it's a hassle. Maybe the government could just pull the data from the sangkat office instead of creating a new system.

No, foreigners don't already get registered at the sangkat office. Most landlords don't bother because they don't want to or for tax evasion. It's just as difficult to get a landlord to register you as it is to do it yourself on FPCS.

I've always registered my apartments myself because dealing with landlords was a challenge. Now that I own a house, I just register it myself, but I didn't know about the new requirement to visit the police station to confirm my residence.

The registration process has changed; you now need to visit the police station to have your residence verified.

Yeah, it's unfortunate. This new system is definitely more complicated than the old one.

When registering, the sangkat chief will inform the police, who will then visit with a paper and an ink pad to verify your residence at Pub Street.
