Why can't I see lane lines in Phoenix, especially in the rain?

Driving eastbound on the 101 in the rain is terrifying because the lane lines disappear on the wet pavement. I end up following the car in front and hoping they can see them. What kind of paint are they using that vanishes when wet?

The paint used on the roads here is the same kind as elsewhere, but since it doesn't rain frequently, oil accumulates on the surface when it does rain. This oil layer refracts light, making the lane lines harder to see. If it rained more often, the oil wouldn't build up as quickly, and the lines would be more visible.

The visibility issue isn't limited to rain. During afternoon rush hour, when the sun is directly overhead and shining down on the concrete, the lane lines become invisible, especially when driving west.

I noticed this issue the other day while driving in the rain on a Valley freeway with concrete surfaces. The lack of visibility due to the lane lines is a major concern, and I think 'botts dots' would be a better solution.
