Out-of-State Law Enforcement Dominates Flock Camera Data Usage in Arizona

Recent records obtained by the Arizona Mirror reveal that law enforcement agencies from outside of Arizona are heavily utilizing data from Flock cameras operated by the Maricopa County Sheriff's Office and the Lake Havasu Police Department. While both agencies claim to be limiting this data sharing, privacy advocates remain vigilant.

According to the data, the Houston Police Department, located over 1,300 miles away, conducted 31% of all searches from June 1 to July 1, 2025, a stark contrast to the combined 53,214 searches from Arizona-based agencies during the same period. This trend is not unique, with out-of-state agencies dominating the usage of Flock data, raising significant privacy concerns.

The widespread use of Flock cameras has led several Arizona cities to terminate their contracts with the company, including Chandler and Surprise. The city of Tempe is currently considering a complete ban on the technology, and Attorney General Kris Mayes is conducting a review of its use in Arizona.
