What to do about a constant high-pitched noise from a nearby building in Outremont?

I just moved in and there's a six-story building in front of my window in Outremont that emits a constant high-pitched noise, like a mix of ventilation and machinery. It's not super loud, but it's really annoying and never stops.

You can always make a complaint to 311, explaining the situation as much as possible and mentioning that you'd like an inspector from the building department to come and inspect. It's just that it will take a long time and be a lot of work before anything gets done.

I can be patient. Even if it takes a year, at least I'll have less of this noise next summer.

In general, the wait time for an inspector to come and judge the situation is supposed to be 1-2 weeks. After that, it's either deemed not receivable or further action is taken, which can take at least a week to a month to resolve. It really depends on the neighborhood, for example in Ville-Marie the owners usually have up to 4 days to resolve a situation, never more than a month. In Montreal-Nord, the wait time is almost indefinite...

Montreal has regulations governing noise levels. To determine compliance, residents can contact the city's service hotline and request an inspection.

The noise in question isn't measured by decibels, but rather by a high-pitched whine that can be quite draining over time. This sound is not extremely loud, but it can be extremely exhausting in the long term.
