How to report off-leash dogs in Dubai?

I was walking my small senior dog in Dubai and an off-leash dog ran towards us. I had to pick up my dog to protect him and twisted my ankle. I don't want to confront the owner, but I want them to keep their dog on a leash.

I completely understand your concern. Dog owners have a responsibility to protect both people and their dogs. I have dogs too and they're always on a leash. You never know when a child might appear or another dog might be loose. Reporting this incident might be a good idea, especially if it's a recurring problem.
