Why do the express buses in Halifax have such unreliable schedules?

I've been taking the 135, 4, 136, 137, and 138 express routes to work in the morning, but none of them are reliable. The 135 often doesn't show up, and the 4 is frequently delayed by 10-30 minutes. I'm at my wit's end, and I'd love to know why the city isn't doing anything about this.

Our public transportation system appears to be poorly managed, with decisions seemingly driven by inefficiency rather than logic.

The bus system downtown is often inefficient, with many buses being directed to areas that are nowhere near their typical routes.

The first run of the express bus near me doesn't arrive outside the hospitals until 7:01, which is frustrating for people who need to get to work on time

I bought a car and won't go back to taking the bus, but I'd love to if the bus system was more reliable and convenient, like the fact that it often runs late and is overcrowded.

Do you have to pay for parking in the city center?

I walk 15-20 minutes to the university/work to get free parking, and then I park at the closest area with no time restrictions

I used to take transit until I was given a parking spot, and then I couldn't go back to taking the bus. Parking at my work is okay price-wise for downtown

There's a perception that public transportation is primarily for low-income individuals, and improving their living conditions isn't a politically appealing goal.
