What's the difference between the current weather and usual rainy seasons in Siem Reap?

I've been here for a while and there's been a lot of talk about an apparent 'Super El Niño' that will cause huge disasters. Yet it's November, and the weather is still rainy and cloudy. So what exactly is different to the weather we always have?
