According to Bolt's own Thailand help page, there are three main reasons a ride estimate exceeds the actual cost: heavy traffic, the driver taking an alternative route, and a negative Bolt Balance from a previous failed payment being applied on top of the new trip. Tolls are charged separately and paid directly to the driver in cash. This means the estimated range is a rough estimate, not a guaranteed maximum cost. If the receipt shows none of these factors, it's worth submitting a refund request.

It seems like you're selecting the top 'Taxi' option, which provides a range of estimated fares. This is because you're essentially asking the driver to use the meter. To pay a fixed amount, scroll down and choose one of the other options, such as 'Basic', 'XL', or 'Bolt', which will show you the exact cost.
