What's the grading scale like in Atlanta public elementary schools?

My cousin and his wife just relocated to an Atlanta suburb with their family. His wife is a micro-influencer in our home country and has been posting about their move/adjustment. She recently posted her kid’s report card showing all D’s but explained that in the grading scale the school uses, D’s are the highest grade, not A’s.

I'm familiar with Atlanta's school system, and this claim doesn't align with my experiences growing up in a suburb.

I'm not aware of any public schools that use a grading scale where D is the top grade.

To my knowledge, there's no grading scale in the US where D is considered the best grade.
