Santurce Residents: New Rainwater Harvesting Guidance Will Help You Prepare for Droughts
As someone who moved to Santurce from Australia four years ago, I’ve had my fair share of dealing with Puerto Rico’s intermittent water supply. Today, I’m excited to share some great news: a new bill introduced in the House of Representatives aims to expand public education on rainwater harvesting, making it easier for residents like myself to prepare for droughts and water shortages.

Rep. Tatiana Pérez Ramírez, who chairs the House Education Committee, filed House Bill 1434. This bill seeks to provide clear, accessible information on rainwater collection and treatment systems, ensuring that the harvested water is of high quality and safe for use. It will cover everything from system designs and materials to costs and regulatory requirements.
The bill also directs government agencies to identify state and federal funding to incentivize the installation of rainwater harvesting systems. By coordinating efforts among the Puerto Rico Aqueduct and Sewer Authority, the Natural & Environmental Resources, Health, and Agriculture departments, and the Permits Management Office, the goal is to make rainwater harvesting a more feasible option for both public and private buildings.
The legislation doesn’t require citizens to install rainwater systems or finance such installations. Instead, its primary purpose is to educate residents on the benefits and best practices of responsible rainwater harvesting.
According to Pérez Ramírez, ‘Responsible rainwater harvesting represents an immediate opportunity to advance a culture of conservation. It reduces our dependence on reservoirs and better prepares us for future emergencies.’
