I'm a Dubai resident looking to rent a property and I've been approached by a real estate agent who wants me to pay the agency fee in cash and transfer half of the deposit to the landlord's account before Ejari registration. I've already given him a holding deposit to stop showing the flat to others, but I'm unsure if this is a standard procedure in Dubai's real estate market.

Once you've completed the Ejari process, you can use cheques for any remaining payments. If you need cash, you can return the cheques and collect the money.
