Are there any restrictions on truck movement in Dubai?

I've been noticing a bottleneck on the 311 Ras Al Khor exit towards Sharjah in the morning, and I'm wondering if anyone else has experienced similar issues since the restrictions were enforced on October 1st.

I think companies are still sending out trucks during restricted hours and would rather pay fines than delay shipments or projects.
