What's with the green pool at Palms Inn near 275/Bearss?

My husband and I were driving home from dinner last night and noticed the pool at Palms Inn is green. I'm worried about mosquito breeding. We live in Tampa and are concerned about dengue fever.

There are numerous other locations in the area where mosquitoes can breed, including storm drains and abandoned containers.
