What are my rights if my employer in Siem Reap owes me a year's salary?

My brother is working in Siem Reap and his employer hasn't paid him for almost a year now. Every month there's no salary given to him. We've tried talking to the employer, but no avail. He's still working and asked for an advance pay for the month, but the employer won't give it.
