LUMA Must Complete Interconnection Study Within 8 Weeks for Emergency Power
Local regulators are pushing LUMA to act fast on emergency power.

After years of discussions, the Puerto Rico Energy Bureau (PREB) has ordered LUMA Energy to complete a comprehensive study within eight weeks. The study aims to identify potential interconnection points for temporary emergency power generation, covering key substations and areas like Aguirre, Costa Sur, San Juan, Palo Seco, and Sabana Llana. This move comes as the island grapples with a structural generation deficit, and PREB hopes to ensure that emergency power can be connected effectively and safely.
The PREB ordered LUMA to evaluate interconnection opportunities at Aguirre, Costa Sur, San Juan, Palo Seco, and Sabana Llana, as well as identify additional power-generation locations elsewhere on the island, including at least Cambalache, Yabucoa, and Mayagüez. The review must determine both the amount of generation that can be connected using existing infrastructure and the additional capacity that could become available through grid upgrades, including associated costs and timelines.
As an expat in Santurce, I can’t help but notice the importance of reliable power. While LUMA is working on long-term solutions, this interim step is crucial for providing some relief during peak demand periods. If you’re in Santurce, keep an eye on LUMA’s progress and be ready for potential changes in your power situation.
The PREB’s directive is part of the island’s ongoing efforts to stabilize its grid. The PREB criticized the lack of completed interconnection analyses, noting that the only systemwide evaluation for the proposed 800 MW project was a preliminary March 2025 assessment that examined thermal loading but did not include voltage, short-circuit, or system stability analyses. Regulators also pointed to documentation showing that previously authorized interconnection studies were never carried out.
The PREB warned that the eight-week deadline is intended to produce completed technical findings, not merely a plan for future studies, and cautioned that failing to comply could result in administrative penalties under Puerto Rico energy law.
This affects everyone in Santurce. If you’re planning to work remotely or are already here, be prepared for potential disruptions as LUMA works to integrate emergency power. Stay informed and keep an eye on LUMA’s updates.
