The mayor, Estefanía Mercado, explains that this regulation is necessary to prevent an increase in rents and to address concerns about housing availability.

For residents, the regulation could mean higher costs if they are renting out their properties on Airbnb. The city council will have the authority to deny permits for homes in areas that do not have a tourist vocation. What It Means for Tourism

Mayor Mercado notes that the town is already seeing a 35% increase in the economic spillover from tourism, thanks to investments made in 2024 to combat insecurity. Playa del Carmen is known as the safest municipality in Quintana Roo and one of the safest in the country, with 335 police officers per thousand inhabitants, down from 46% intentional homicides in the past year.
Additional Initiatives for Residents
To further assist residents, the municipal government is working on several initiatives. The Fifth Avenue Board will be created to negotiate discounts with local businesses for residents. Additionally, the Playenses Premises Program will offer a discount card to inhabitants, providing lower costs for tourist services compared to those paid by tourists. These programs aim to keep living costs manageable for locals in a high-value tourist area.
