Do you live in La Libertad or are you visiting? If you live here, you can just go to Claro or Tigo and ask for a virtual SIM. If you're visiting, you can try Tello.com.

If you're visiting, you can buy a virtual SIM from Digicel if you have an unlocked phone. You'll need to change some settings to use the new SIM, but it's a straightforward process. You can also try other carriers, but Digicel is the one I'm familiar with.
