Where is the police in downtown Dallas when groups of bikers and ATVs are taking over Commerce Street?

I was downtown around 8:45pm and saw a group of 20+ motocross bikes and ATVs riding against traffic on Commerce Street, flying through red-lights and causing chaos. Someone even flew off their bike and hit their head, and there was blood everywhere. Where is the police?

We observed a group of motorcyclists around 7:00 pm at the intersection of Preston and Royal. They were weaving in and out of traffic, passing between cars turning left, which seemed unnecessary. This required them to deviate from their original path, only to rejoin the main traffic lanes. At the intersection, several riders narrowly avoided accidents. Furthermore, the motorcycles appeared to be small and underpowered, giving the impression that the riders were attempting to compensate for their vehicles' limitations by adopting a tough demeanor, likely driven by insecurity and a desire for attention.
