Don't you need permission from your neighbors before installing a fence that's over 7 feet tall? I think there's a certain percentage of the fence that needs to be a certain height, so you can have panels that stay 7 feet as long as the percentage is in compliance. For example, if the fence is 100 feet long, maybe 75% of it needs to be 6 feet or less.

Code enforcement will definitely show up if a neighbor complains. I had a visit from them a few years ago because one picket on a 150-foot run of fencing had come loose, creating a half-inch gap that was wider than the maximum allowed 4 inches. Instead of just asking me to fix it, the neighbor had called them. It was a pretty silly situation.
