Why do drivers cut off others when turning right in Tampa?

I was trying to pass through a 2-lane turn in downtown Tampa and got cut off by another driver who thought they could go through the green light and not stop when passing through a light.

If a closer lane is available, it's safer to turn into that lane rather than taking a wider one.

The person who was cut off was likely in the outside lane of two left turn lanes, following the lines and driving correctly. The other driver initially tried to turn into the far lane, but then corrected to the inside lane, blocking the first driver. Regardless of the other driver's mistakes, they were still in the wrong.

Some drivers have a reckless attitude, thinking they can do whatever they want and blaming others if they get hit. However, if a video shows they were breaking the law, they'll still be financially responsible for any accident.
