Can I make an anonymous noise complaint in Siem Reap?
I live in a Phum Sankat area and I'm driving crazy from the constant noise of a printing company behind my house, it sounds like scraping a plate with a fork over and over again.

Procedurally, you could complain to the district. Record everything, and lodge a complaint, Sangkat is obligated to respond to this, especially since voting season is soon. Don't accept compromise from them. They would want to compromise. Take a picture of the complaint and the resultant discussion between you and the noise maker.
