I've been trying to recall if my kids would have paid for school lunch when they were in NYC public schools. I never saw anyone pay, but I'm not sure if that's because everyone qualified for free lunch or if it was just free for everyone.

In my school, everyone received free lunch, and it seemed like most neighborhoods qualified due to the relatively high income cutoff. This was particularly true in the outer boroughs. The application process was straightforward, and it was rare for anyone to be denied.

Free lunch has been a part of NYC schools since the early 1970s, and it was definitely in place during the 2000s. This long-standing policy suggests that it was a well-established practice.

Each year, students had to complete a lunch form that included income information. Depending on the family's income, they would either be billed for lunch or allowed to add money to their account. Although cash payments were not accepted during lunchtime, the school did keep track of lunch purchases.

In the 1990s and early 2000s, paying cash for lunch in public schools was a common practice. Students could choose from full-price, discounted, or free lunch options, depending on their family's income level as reported on the annual income form. At one school I attended, students who received subsidized lunch had a paper card or ticket.

My husband had to pay a small fee, around 25 cents per lunch, whereas I never had to pay anything. This suggests that the fee structure was based on family income.

In NYC, if a sufficient number of students in a school qualified for free lunch, the entire school would receive free lunch. When universal free lunch became a citywide policy, it effectively replaced the previous school-by-school approach.
