What time should I leave Panama City to avoid the traffic jam in Panama Oeste?

I plan to leave Albrook for Panama Oeste at 3:45pm or 4pm, but I'm not sure if it's already a chaos due to the traffic jam. Can someone tell me when the traffic jam usually starts?

If we define traffic jam in the fullest sense, it starts at 4pm, but the real chaos begins at 5-6pm. I try to avoid driving during peak hours, usually before 3pm.
