How do I report lack of adequate sealing between apartments to 311?

I have a neighbor who smokes and diffuses essential oils every day, most of the day. The odors enter our apartment through the radiators, which are enclosed in a box. I've tried to get the building to fix this, but they ignored a demand letter from a lawyer. I'm trying to report this to 311, but I'm not sure what to report.

Are you suing a particular individual or entity, and what are the grounds for your lawsuit? Additionally, if your neighbor has been living in the apartment longer than you, do you think that affects your case?

It sounds like you're dealing with a difficult situation. Your landlord initiated renovations in your apartment while you had an active lease without seeking your permission. This led to you having to move your move-in date and pay your movers thousands of dollars, which the landlord is not reimbursing.

While small gaps around radiators are common, they can still allow mice to enter. In such cases, using steel wool to block their entry points is a possible solution, but it may not entirely eliminate the smell.
