For the past seven years, I’ve run a small surf school in Los Cabos, and I can attest to the community and economic impact of cruise ship tourism. However, a proposed 35.8% hike in immigration fees, on top of recent increases, has cruise lines sounding the alarm about the competitiveness of Baja California Sur ports. Arturo Musi Gamen, president of the Mexican Association of Tourist Cruise Service Companies, warns that these rising costs could reverse the positive momentum in cruise ship tourism that Baja Sur has seen in recent years.

The proposed DNR increase, part of the federal Economic Package 2027, would push the non-resident tax from 983 pesos to 1,334 pesos for foreign air arrivals, a 55% cumulative jump over two years. While these fees don’t directly affect cruise passengers, the hotel sector in La Paz has warned that the hike signals Mexico becoming more expensive compared to competing markets. As a result, U.S. and Canadian travelers are likely to compare costs and opt for cheaper destinations like the Dominican Republic.

This development is a significant concern for Los Cabos and La Paz, which rely on cruise traffic for off-season revenue, local jobs, and exposure to first-time visitors. With the dollar losing ground against the peso, Mexico is pricing itself out of the market, and if this trend continues, it could have a ripple effect on the entire region's tourism industry.
