Do I need an IDL for an electric scooter?

Transport 4 dni temu 8 answers •

I'm visiting Luang Prabang and I want to rent an electric scooter to get around. I've seen different answers online about whether I need an IDL (International Driving License) to rent one, and I want to know the actual law regarding this. Additionally, is it mandatory to wear a helmet while riding an electric scooter?

No, you don't need an IDL for an electric scooter. However, you do need to wear a helmet, as the law treats electric motorcycles as bicycles and you are required to follow traffic laws.

It appears that there's no mandatory helmet requirement for bicycle riders in Laos.

You don't need an IDL, but you do need to wear a helmet. It's silly to even ask if you do, as it's a basic safety precaution. I've seen multiple accidents between cars and bikes in the past week alone.

I understand why you think the helmet question is silly, but I'm concerned because there are e-bike rentals all over town and you can just grab one off the street. I'm not planning to bring a helmet with me, so I'm wondering how to deal with that.

You can buy a basic helmet for a cheap price, or you can borrow one from me.

In Laos, the law hasn't kept pace with electric vehicles, so electric scooters can't be registered as motor vehicles. As a result, no license is required to operate one. Nevertheless, wearing a helmet is still mandatory, as traffic police generally interpret the law as requiring it.

I agree with you about helmet use, but I've encountered issues with e-bike rentals in Luang Prabang, where the bikes are scattered throughout the town and it's difficult to find a helmet unless I carry one with me.

Those electric scooters don't even have a license plate, so you don't need a driving license at all. Just use common sense while driving.
