Why does Atlanta's highway system not have a perimeter road?

Atlanta's highway system is congested, especially on highways like 285 that run close to the city, making navigation around the metro area difficult.

The idea of building a perimeter road would just increase traffic in the exurbs, allowing for increased demand. Look at Houston, it's a terrible idea.

I'd just like to see one more highway, that's all.

The real problem is freight, with major highways like I-75, I-85, and I-16 carrying a lot of big trucks. A better rail network, perhaps in the center median, would quickly move freight to major destinations.
