Why do you have to go to the subway to refill your OMNY card just to take the bus?

I'm tired of having to walk up and down stairs just to refill my OMNY card before I can take the bus. Can't they just have ticket machines like the subway outside at the bus stops?

If you have an OMNY card, you can actually reload it online, so you don't have to go to the subway to refill it.
