Is my landlord required to fix the heating in my apartment within 24 hours?

I'm trying to figure out how urgently my landlord is required to address the heating issue in my apartment. Temperatures aren't below zero yet, but the apartment can't get above 19 degrees. We've been relying on space heaters, but the electrical circuits can't handle them consistently and have been tripping. The caretaker bled our radiators, but confirmed that no heat is actually reaching them, and only one of four furnaces is functioning for the building's heating/hot water system.

If you're constantly experiencing electrical issues and tripping your breakers, it's concerning. Contacting 311 might be a good idea.

In my building, the emergency exits lack handrails. I was told to send a registered letter to the city before they would take action.
