Can my parent register my phone line if they already have one registered?

My father already has his phone line registered, and I'm wondering if he can register mine for me. I've heard that someone registered their kids' lines to avoid registering them themselves, but I'm not sure if this would cause problems when I try to register for apps or services that require my phone number, or if I can change the owner of the line later.
