Why are carpool lanes so poorly enforced in LA?

I take the freeways to and from work almost every single day, and it always blows my mind how many people without any passengers just speed past me in the carpool lane. And I’m not talking exempt or EV cars either, I’m talking G-Wagons, old Corollas, a minivan, you name it. I’ve lived in LA my whole life, but when did this become a thing? Is it just some sort of unspoken rule or so loosely enforced now?

Nothing is enforced these days.

One notable exception is Orange County, where Highway Patrol officers seem to be constantly on the lookout for drivers who aren't following the rules.

The presence of CHP officers seems to be a significant factor in catching drivers who shouldn't be in the carpool lane.

It's not uncommon to see police cars patrolling the carpool lane or driving alongside it, looking for drivers who shouldn't be there. It seems that having a visible presence is key to catching offenders.

Carpool lane enforcement isn't a regular occurrence, but when it does happen, drivers can expect to pay a hefty fine. I recall taking the carpool lane alone for about two months before getting caught. The initial fine I expected was around $146, based on the sign, but it ended up being over $500.

Drivers with children or babies in the back seat might be harder to spot, but the real concern is people who cross the double white lines - that's a serious safety issue.

As a parent, I often ride with my toddler in the back seat, which can make it seem like I'm driving alone.
