Suparelay

Some calls only work on a phone number: your bank back home, an airline, an embassy, a landlord. Suparelay makes that call from a browser tab. Type the number, see the price for that exact number, press call, and their ordinary phone rings, with no app and no internet needed on their side. No SIM or local phone number of your own needed. Prepaid credit from $5, from about 2 cents a minute, charged per started minute, and nothing at all if they do not answer. No subscription, credit never expires. US toll-free numbers connect from abroad.
