What could be causing the unusual lights north of Jobos?

I've been watching the surf cam and it shows a strange electrical storm north of Jobos, but the radar and satellite images don't show anything. I'm wondering if anyone in the area can see anything unusual out at sea.

Have you considered it might be heat-lightning? NOAA has a page that explains it.

Those are a different kind of lightning that doesn't reach the ground. There are even lightning that move from the clouds towards space, or only occur within the clouds and don't touch the ground or the space. There are even balls of electricity that look like something out of science fiction. Some lightning can only be seen from space. Our atmospheres have many ions, where there are ions there are charges, and where there are charges there is electricity and where there is electricity there are lights.

Dry lightning still needs clouds; there are no clouds within a 60-mile radius... I'm familiar with meteorology and the first thing I checked was the satellite and radar images.

Radar doesn't always detect all the clouds, there could be very light clouds in the upper atmosphere that caused those sparks. Meteor showers can also cause those sparks, you don't have to see a tail to see something like what's in your video. Also, when the sun hits the satellites and the light reflects off them, it can create those flashes. There are many satellites in the atmosphere and they can appear like in your video. There are several things that could have caused that.
