Why do multas reappear after payment?

I've been driving around Santurce and noticed that I've been getting fines for not paying peajes. I paid them last month, but now I see them again. Has anyone else experienced this?

Yeah, it's happened to me too. My fines just keep piling up for some reason, and then they show up months later.

Those fines are just peajes, and as of the 19th of this month, the peaje is $15 per toll you pass without a balance.

Puerto Rico has too many tolls. When I drive in other states, I only get charged once when I enter the highway, and some states don't charge tolls at all. The government gets its funds from annual vehicle registration records.
