Why is the Fort Needham bell tower ringing 5 minutes early?

I live near the Fort Needham park and it's driving me crazy that the bell tower is ringing 5 minutes early every day. I'm wondering if it's just a setting on a box somewhere that needs to be adjusted.

I live nearby too and it's getting worse. Used to be 3 or 4 minutes early, now it's 5. Come on HRM, surely it's just a simple setting adjustment.
