Is it legal to overtake another cyclist on the left in a Phoenix bike lane?

I'm an avid cyclist and recently had a weird experience while riding in a bike lane in Phoenix. I was following a slower cyclist and overtook them on the left, but they got upset and told me to fuck off. I'm not sure if I did anything wrong or if this is just a case of road rage. I'd appreciate some perspective from fellow cyclists in Phoenix, especially those familiar with local traffic laws.

When overtaking, prioritize safety above all else. It appears the other person was being inconsiderate.
