24 Arizona Prisons Still Lacking Air Conditioning Amid Record Heat
It’s no secret that Arizona, particularly Phoenix, can get scorching hot. This summer, the state saw some of its hottest temperatures on record, with Phoenix and Yuma experiencing the second-hottest meteorological summer in history. Yet, despite the extreme heat, 24 Arizona prison units are still without air conditioning, leaving incarcerated individuals to endure sweltering conditions. This issue has caught the attention of Rep. Walt Blackman, who has issued a subpoena demanding answers from the Arizona Department of Corrections, Rehabilitation and Reentry (ADCCR).

Thomas Steres, who lives in the Barchey Unit at the Arizona State Prison Complex in Buckeye, describes his nights as uncomfortable, with temperatures only dropping to a tolerable level around 11 p.m.
Three years ago, the state allocated $47.6 million for HVAC systems, but budget cuts in 2025 left the department with just $9.8 million, halting the conversion of the remaining units. As a result, 24 units, 20 of which are occupied by incarcerated people, remain without proper cooling. This issue not only affects the comfort of inmates but also raises concerns about their health and safety during extreme heat events.
