My neighbor has three dogs that she lets out of her yard without a leash and they attack everything in sight, killing several stray cats and my own cat. When we asked her to take responsibility and not let them out again, she said they're harmless and wouldn't do that, but they're actually jumping over fences to catch animals. How do I get the police to take action against her?

When they're loose, call the police. They're the ones who can take action against the owner.
